Billy DeCostanza is an accomplished power systems and utility engineering leader with more than 10 years of experience in substation engineering, commissioning, protection and controls, and utility operations. As Director of Substation Engineering at LUZCO, he provides strategic leadership for substation engineering programs, capital project execution, and the delivery of reliable electric infrastructure solutions for utility clients. He is recognized for building high-performing teams, driving operational excellence, and aligning engineering strategy with organizational goals. Prior to joining LUZCO, he served as Senior Manager of Substation Commissioning Engineering at a utility company, where he led a team of 24 engineers supporting commissioning activities for an annual capital portfolio exceeding $400 million.
Throughout his career, Billy has led initiatives that improved commissioning standards, regulatory compliance, maintenance programs, and engineering efficiency across complex utility organizations. Before his utility leadership roles, he served as an Electro-Optical Ordnance Repairman in the United States Marine Corps, where he earned the Navy and Marine Corps Achievement Medal. He holds a Bachelor of Science in Electrical Engineering from LeTourneau University and is known for combining technical expertise, strategic vision, and a strong commitment to safety, reliability, and team development.
